Default Leaves 'STUCK'

The top 2 leaves are fully opened but not out all the way & have no stem (petiole) showing. There is a leaf coming out trying to unfurl & a leaf inside THAT one - like a cigar unfurling, AND a leaf inside that one. Why are they stuck? Maybe I should fert? Its been in the sunroom & because it's cool in there (ave 59*), the nanas haven't been growing much if at all, over winter. This Truly Tiny is truly trying. Maybe put it in warm west window?
A leaf in a leaf in a leaf. It looks healthy otherwise - & it's about 4 1/2 yrs old. Thanks for opinions & advice.
